What a Google Ads Agency Should Review Before AI Max Expands

In September 2026, some Search campaigns will change even if the account team does nothing. Google is beginning to roll out automatic upgrades for campaigns that use automatically created assets or the campaign-level broad match setting, moving those capabilities into AI Max. The important detail is not simply that more automation is arriving. It is that query matching, ad text, and landing-page selection can now be influenced by a single connected feature suite, so a weak input in one area can affect the entire customer journey.

For a Google Ads agency, the sensible response is neither to reject AI Max nor switch on every feature without scrutiny. The job is to define where the system may explore, what it must never say, which pages it may use and how success will be judged. Automation can expand reach and relevance, but it also increases the cost of a vague strategy.

Why AI Max Changes the Work of a Google Ads Agency

AI Max combines three capabilities. Search term matching uses broad match and keywordless technology to reach queries outside the account’s existing keyword set. Text customisation can generate headlines and descriptions from ads, keywords and landing pages. Final URL expansion can select a more relevant page on the website instead of sending every click to the originally assigned URL. Google’s original announcement positioned these as a single suite because discovery, messaging, and destination need to remain aligned as searches become more conversational.

That integration changes what campaign control means. In a conventional setup, an advertiser might review a keyword, approve an advert and assign a landing page as separate decisions. With AI Max, the system can make connections across all three. The advertiser’s control moves upstream into inputs and guardrails: account structure, conversion data, website content, brand exclusions, location settings, text rules and URL restrictions.

Google reports that campaigns using the full suite produced an average of 7% more conversions or conversion value at a similar CPA or ROAS than campaigns using search term matching alone. That claim comes from Google’s own data and should not be treated as a guaranteed result for every account. It does, however, explain why the platform is encouraging the combined use of matching, creative and destination automation rather than treating each feature as an isolated toggle.

The September Upgrade Is Not One Single Change

The rollout has an important timing distinction. Google’s updated upgrade notice says that eligible campaigns using automatically created assets will move to AI Max, with search term matching and text customisation enabled by default, from September 2026. Campaigns using the campaign-level broad match setting will move with search term matching enabled. Google initially planned to move Dynamic Search Ads at the same time, but delayed the DSA sunset and automatic upgrade until February 2027 after advertiser feedback.

This means an audit cannot rely on a generic account-level checklist. The team must identify which legacy feature each campaign uses and map the resulting AI Max settings. Two campaigns may both display an AI Max label after migration, yet operate very differently. One may have expanded matching only; another may also generate text. The configuration, rather than the label, determines the risk and opportunity.

The transition also has a strategic implication. DSA historically used website content to find relevant searches and choose destinations beyond keyword coverage. AI Max adds richer intent signals and more controls, including brand, location and text guidance. The extra capability is useful only if the website accurately describes the services a business wants to promote. Old pages, unsupported claims or broad service language can become campaign inputs rather than passive website problems.

A Pre-Upgrade Audit for Every Google Ads Agency

Begin with the decision the campaign is meant to influence. A lead-generation campaign should not be optimised around any form submission if sales reject most enquiries. Agree on the target customer, geographic intent, valuable action and disqualifying conditions before reviewing AI settings. Those are different audiences, and AI Max offers location controls at the ad-group level for that reason.

The audit should cover:

  • Search boundaries: document priority themes, brand exclusions, locations of interest, essential negatives and queries that indicate poor commercial fit.
  • Message rules: identify required claims, prohibited wording, regulated statements and promises the business cannot support consistently.
  • URL eligibility: approve destination groups, exclude weak or irrelevant pages and check that every eligible page has a clear offer and conversion route.
  • Conversion quality: separate raw leads from qualified opportunities, sales and revenue so expansion is rewarded for business value rather than volume.
  • Test design: establish a baseline, select comparable campaigns and agree on the decision threshold before enabling additional features.

Control generated language before it reaches the market

Text customisation makes the landing page part of the creative brief. If a page uses imprecise language, Google may generate an advert that is technically related but commercially unhelpful. Google expanded text guidelines globally in February 2026, allowing advertisers to describe terms and concepts the system should avoid. Use these rules for brand and compliance boundaries, then review generated assets for meaning, not just grammar. This matters particularly for premium services where ‘affordable’, ‘instant’ or ‘guaranteed’ can attract the wrong audience or create an expectation the business never intended.

Treat final URL expansion as a website audit

Final URL expansion can improve relevance by matching a query with a more suitable page, but it exposes weaknesses in information architecture. Review service pages, old campaign pages, recruitment content, PDFs and thank-you pages before they become eligible destinations. Apply URL exclusions where needed and improve pages that attract relevant intent but do not clearly explain the service or next steps. Use exclusions as guardrails, not a substitute for strategy

Negative keywords remain important for irrelevant or unsafe searches, but Google’s guidance warns that overly restrictive negatives can prevent its systems from finding valuable traffic and recommends brand exclusions when the aim is to block brand searches. Build negatives from clear commercial reasoning, such as jobs, free resources, or unsupported locations, rather than excluding every unfamiliar query. The goal is controlled exploration, not a return to an exact-match account under a different name.

Test AI Max Against Lead Quality, Not Platform Volume

Google provides one-click experiments for AI Max, which makes a controlled comparison preferable to a before-and-after judgment. Keep budget, bidding goals, geography and conversion definitions stable where possible. Decide in advance how long the test must run and which metrics can end it early, such as a sharp increase in irrelevant enquiries or brand-policy violations.

Evaluate performance in layers. First, inspect the new search categories, generated assets and selected URLs to understand how the system expanded. Second, compare the cost per qualified lead, not only the cost per conversion. Third, follow opportunities into the CRM and examine sales acceptance, pipeline value and revenue. This prevents a campaign from appearing stronger because it found cheaper forms that the sales team cannot use. Creative quality still matters. Wider matching will not rescue an advert that repeats generic claims or gives users no reason to choose the business. AI Max Rewards Clearer Strategy

The September upgrades are not a reason to panic, and the DSA delay gives advertisers more time than the original announcement suggested. They are a reason to inspect which decisions have been delegated to the platform and whether the account provides enough information to make those decisions well. Query expansion, generated copy, and dynamic destinations can improve relevance, but only within the boundaries the business has defined.
